Starcraft II beta is starting end of 2009, confirmed at BlizzCon 2009 byMike Morheime confirmed (Blizzard’s CEO).

Here is a Blizzard quote:

I expect the Starcraft 2 beta begin by the end of the year.

Moreover the starcraft 2 beta should come with the new battle.net 2.0 features.
